Tom taught teenagers who had been expelled from school at the London Boxing Academy Community Project, Tottenham, through the Westminster think-tank Civitas. He is also a director of the City / 4-5 School Exclusions Project, which provides free legal representation to children who are appealing against their exclusion from school. He was educated at Oxford University and has written extensively about school exclusions for Civitas.
